Board conducts Superintendent's Evaluation


The Richland School District Two Board of Trustees conducted the annual superintendent’s performance evaluation for Dr. Baron R. Davis during a regularly scheduled Board Meeting on Tuesday, August 10, 2021.

This annual evaluation is required by board policy and by the district’s employment agreement with the superintendent. During the executive session of the meeting, board members assessed Dr. Davis’ performance in the areas of Policy and Governance; Planning and Assessment; Instructional Leadership; Organizational Management; Communications and Community Relations; and Professionalism.

In the public session of the meeting, board member and immediate past chairman, James Manning made a motion, after reviewing Dr. Davis’ report on the district’s progress and board members comments on his performance, to conclude as a board for Dr. Davis to receive an overall distinguished evaluation, the highest level of performance.   

Trustees voted to award Dr. Davis an overall distinguished evaluation for the 2020-2021 school year, and to extend his contract with the district for one year through June 30, 2025. The details of the contract have not yet been finalized. 

Dr. Davis humbly thanked the board for its confidence and trust in him as the superintendent of Richland Two, noting he sees his success as a collective effort of all partners. 

“None of this is possible without the amazing support of our faculty and staff, the support of our parents, students and community, and my team at the district office who assist me in all of the work that I do. This is a representation of all the hard work that so many people put in to ensure we are providing premier educational experiences and opportunities for students. I just want to say to all of our partners, thank you for trusting me to work diligently on your behalf to address the issues and challenges we face,” said Dr. Davis. 

Richland Two Board Chair Dr. Teresa Holmes expressed complete confidence in the superintendent and the direction in which he is leading Richland Two.

You are certainly one of the best superintendents that I have worked with in the 30 plus years I’ve been in education,” Dr. Holmes said. “We have a superintendent who is well-known and heralded for his leadership across the state and around the country, and I am grateful he chooses to continue to use his expertise and talent in Richland Two.”  

An educator for more than 20 years, Dr. Davis has been superintendent since July 2017 after serving a transition year as the superintendent-elect. During that time he has earned numerous awards and recognitions, including Education Week, a Leader to Learn From for Leadership in Equity; K-12 Dive, Superintendent to Watch for recruitment/retention of male minority teachers; AASA | The Superintendents Association, Dr. Effie H. Jones Humanitarian Award; and National School Public Relations Association, Bob Grossman Leadership in School Communications Award.  He has also been named 100 Black Men of Greater Columbia Educational Leader of the Year and earned the Francis Marion University Professional Industry Award for Education and Arts; the Hyman Rubin Sr. Distinguished Service Award from the Greater Columbia Community Relations Council; as well as the Columbia Chamber of Commerce Cathy Novinger Trailblazer Award. Dr. Davis is among the more than 20 superintendents from across the country currently working to bolster their leadership skills by enrolling in the prestigious AASA National Superintendent Certification Program®.
